The Speaker and Honourable Member representing Abi state constituency in the 8th Cross River State House of Assembly, Rt. Hon. John Gaul Lebo Esq., has informed that he's dedicating his political campaign ideology to Legislative Governance in view of the 2019 general elections where he's gunning to represent the Abi/Yakurr Federal Constituency at the National Assembly (NASS) NegroidHaven has garnered. The notion of Legislative Governance aims at meeting constituents dire need for service delivery. 


According to his legislative manifesto as contained in a document titled 'New Direction in Legislative Governance', Lebo observed that beyond the primary responsibility of the legislator which revolves around law making, oversight and representation, the typical Nigerian constituents who is in need of service delivery especially under the democratic value chain expect members of the legislators provide governance in five areas, to wit, security, education, health, welfare and empowerment —the reason for his articulating his campaign ideology to Legislative Governance. 


Lebo highlighted six planks to his campaign ideology including, legislative direction, legislative governance, constituency governance, constituency development strategy, constituency innovation governance and constituency conversation and engagement strategy. 


His words, 'after 19 years of the current democratic order, it is obvious that our constituents are in dire need of service delivery under the democratic value chain. They therefore expect their representatives to be able to provide good governance in their security, welfare, health, education and empowerment. 


'I will therefore dedicate my campaign ideology to Legislative Governance through institutions existing in the constituency.'


For Lebo, his legislative direction harps on programmes, ideas, initiatives, etc deliberately concocted through legislative bills, motions, and any other instruments aimed at securing the right, benefits of constituents. The document further observes three bills and three motions/resolutions that will articulate this legislative governance to the constituents in Abi/Yakurr Federal Constituency. And they include: bill for funding of CRS College of Nursing as a national health institution, bill to upgrade ITM Ugep as federal polytechnic, Bill to upgrade Songhai Farm, Abi as Centre for Agriculture enterprise, motion and resolution to facilitate the National Boundary Commission to domesticate and resolve dispute in Ekureku, Adadama with relevant buffer zones, facilitate funding for College of Nursing Science, Itigidi among the model college of nursing in Nigeria, facilitate more intervention by CR – Basin Development Authority in the Constituency. 
An innovation that characterises the legislative governance anticipates the establishment of one constituency centre that will accommodate state house of assembly members and Councillors within the constituency. This according to him will allow for criss-crossing of ideas and pursuit of a homogeneous legislative agenda and direction for the overall federal constituency. 
As it borders on constituency governance, Lebo said innovation will harp on setting up: 'a volunteer leadership team to facilitate the governance of key community institutions for service delivery. Sector volunteer leadership for key community institutions in health, education, enterprise and infrastructure', and the deliverables will set up constituency health committee to partner with constituency primary health centres, constituency education committee with local education board, constituency utility committee to work with water board and other infrastructure and support the committee to facilitate service delivery and create value. 
Lebo's constituency development plan strategises to initiate and attract development projects to the constituency from the federal, state and local government, with the aim of working with seventy five primary schools, two local education authorities, thirty secondary schools, two higher institutions and facilitate scholarship, bursary, and teachers capacity training. 
Lebo has said that he should be judged by his campaign ideology not sentiment.
