School Feeding Programme : FG under fire for unsatisfactory output, all seem well with C/River’s

One of the major feature of social investment programmes (SIP) of the incumbent federal government in Nigeria, the national home grown school feeding programme has come under fire by Nigerians. 
Some Nigerian Twitter users have aired what may be referred to as their disappointment with the scheme. For instance, some have observed that the feeding programme isn't in all the states; 
A Twitter user by name, @mryungchizzy, queries thus : 'Y is d schools feeding program not in all 36 state? Some state were been left out of d program. "UNFAIR ". For one, Isa Nejiru,' @APCNigeria why is my state River state not included in the list??? However, NegroidHaven has garnered that the programme is only implemented in states whose state governments are interested. 
But, all seem to be going well with Cross River's where Mr Gabriel Okulaja is the head. SIP promises to feed 3 million Nigerian school children.
