Registrar undermines Gov Ayade, contradicts self over reason Castro Ezama was laid off College of Edu., Akamkpa

The Registrar of the Cross River State College of Education (COE), Akamkpa, Mr Bernard P. Okon, appears to be contradicting himself and the Executive Governor of Cross River State over stated reason(s) why a former staff of hers was laid off the services of the educational institution NegroidHaven has garnered. 

In a five paragraphed 19th July 2017 letter of disengagement of one Mr Castro Ezama Agoga, Registrar Okon seem to have goofed particularly when he asserted in the first paragraph thus: 'In view of the dwindling financial fortune of the College occasioned by the recession in our national economy, the burden of fulfilling our obligation as a college to pay to pay your monthly allowance has become a serious challenge and nightmare to management in recent months,' but proceeded, in the succeeding paragraph, to state that, 'As it stands, management SEEMS TO LACK THE CAPACITY (emphasis is mine) to sustain your part-time  service in the college. Accordingly, your application for renewal of part time appointments has not been approved…'. 
The perceived challenge with Registrar Okon's letter is the certainty which he evinces in paragraph one (IN VIEW OF THE DWINDLING FINANCIAL FORTUNE OF THE COLLEGE OCCASIONED BY THE RECESSION IN OUR NATIONAL ECONOMY, THE BURDEN OF FULFILLING OUR OBLIGATION AS A COLLEGE TO PAY YOUR MONTHLY ALLOWANCE HAS BECOME A SERIOUS CHALLENGE) and the troubling uncertainty which he expresses in paragraph two (management SEEMS TO LACK THE CAPACITY TO SUSTAIN YOUR PART-TIME  SERVICE IN THE COLLEGE). 
Despite this glaring uncertainty, Registrar Okon still went on to state how management is disengaging Mr Agoga from her services. Methinks, Okon should state in clear terms that based on stated facts in paragraph one MANAGEMENT LACKS (AND NOT: SEEMS TO LACK THE CAPACITY TO…). Mr Registrar you have to be as assertive as possible in communicating the position of management. Or, is the uncertainty originating from management whose sentiment you communicate? Or, are there more realities which our eyes fail to take notice of? 
Yours sincerely, stands to be corrected as usual. 
Secondly, the Registrar opined that they are unable to pay allowances to Mr Agoda on the basis of economic recession, whereas the Executive Governor of Cross River State recently alleged that the state wasn't experiencing a recession basing his claim on payment of salaries. Between the Executive Governor and the COE's Registrar who should we believe? Go to, if the Registrar is alleging that there's no pay, why did they employ 60 staff in their recent recruitment? Again, why did they flout Executive orders from the Governor himself directing that they give preference to part time staff who have been in the system for over 5 years?
