Contrast: Cross River capital city with Abakiliki, Ebonyi capital city

The picture mix is a contrast between two states capital cities in south-southern geopolitical Nigeria. 
It's Calabar, Cross River capital city and Abakiliki, Ebonyi capital city in the evening/night. 
The picture featuring much brighter street with street lights is Abakiliki on Wednesday 6PM, 19th July 2017. The second picture is Calabar particularly Marian Road on 9:30PM, 1st August 2017. 
There's no time to switch on and switch off the street lights. In fact, as at 5:30AM, women are seen sweeping the streets in pitch black darkens with no reflective vests. Even children as young as 9 and 10. This has never been the practice. What's the safety of these CUDA staff?
What are the measures to curb crime in a crime-invested state capital? The Commissioner for Environment, Mr Mike Eraye, should ensure the security of the women and children working with CUDA. They should be given reflective vest. The Commissioner for Works should ensure street lights are on in the state capital beginning from 6PM through 6AM.
Let's not mystify public administration in Cross River State
