HOUSE OF ASSEMBLY: See the 5 Legislative Prayers of Speaker John Gaul Lebo’s CRSHA

Sequel to the recent passage into law of the N303 billion-sized 2016 Budget of Deep Vision, the Cross River State House of Assembly(CRSHA) made the following recommendations to the Executive Council of the state:

1) The State Government should prepare and lay before the House of Assembly, a Fiscal Strategy paper FSP for the next 3 years 2017 to 2019.

2) The Medium Term Expenditure Framework MTEF should be prepared for 2017 to 2019 and laid before the house.

3) The State should articulate at least a 20 year Development Planning Strategy to facilitate PPP and Concessioning of projects.

4) Government should adopt a Service Engineering Project Management Model for it's infrastructure projects and reflect the cash equity equivalent in expenditure item for 2016.

5) The house committees must engage in pro active oversight of the items in the budget.

In my opinion, the 5th prayer is quite innovative as it would enable CRS government to execute seemingly impossible (by reason of size) projects like the N900 billion Signature Projects comprising the 240km dual carriage Superhighway and the Deep Seaport.
