Accordingly, on 10th May 2019 a ten-man Central Planning Committee, CPC of NYCN-CRS was constituted by the State Chair of NYCN, Comrade Ndiyo Ndiyo. This CPC is chaired by Comrade Maurice Nkong. The life span of the CPC NYCN is 10AM of 25th of May 2019. The members of the CPC are as follows:

The mandate of the just constituted CPC NYCN-CRS according to the State Chair Ndiyo is to plan the election, print and make available sensitive materials for the elections, consult security and stakeholders in view of the said elections, craft and publish guidelines for the elections, be responsible for sale of electoral forms, set up the local organising committee (LOC), perform screening for the elections, and ensure modalities for the smooth conduct of the electoral process.

Sequel to the printing of sensitive materials for the elections, Returning Officers, 18 in number and set up by the state EXCO of NYCN will get these materials and proceed to the 18 LGAs of the state to conduct the elections simultaneously.

According to Constitution of the national body of NYCN as cited by NEGROIDHAVEN the constitutional process of conducting the elections is to notify the incumbent LG EXCOs of NYCN between a period of thirty to ninety days before the expiration of their tenure. Sequel to which the CPC will be constituted and the state Ministry of Youth and Sport Development will be notified. In sections 11 and 15(g) in particular, in the event where the Ministry of Youth does not indicate interest to be part of the election, the NYCN in the state may proceed to conduct her elections not minding any form of invalidation by the Ministry of Youth since the role of the said Ministry is basically supervisory.

So, on the 4th of February 2019 Comr Ndiyo-led EXCO notified the EXCO of the eighteen LGAs of the expiration of the tenure. While on the 10th of April the CPC was constituted. On 17th April, the state Ministry of Youth was notified.
